For a business arranging repeat U.S. visits, EVUS introduced an administrative cycle shorter than a long-validity visa. Homeland Security's October 20, 2016, rule described compliance notifications generally lasting two years, or less if the passport or visa expired sooner. Tracking only the visa expiration would therefore miss a separate condition attached to travel under the new framework. [2016-25321][2016-25308]

The initial scope included unrestricted, maximum-validity B-1 business, B-2 pleasure and combined B-1/B-2 visas in People's Republic of China passports. These were generally ten-year visas, including those issued for more than nine years and replacements correcting errors. State's companion rule connected missed applicable enrollment requirements to automatic provisional revocation, reversed upon compliance. The travel-compliance date was November 29, rather than publication day. [2016-25321][2016-25308]

Cost figures required another distinction. Homeland Security's analysis anticipated legislation establishing an $8 EVUS fee in fiscal 2017 and used expected fee revenue as a proxy for government administration costs. That was an assumption about a future measure, not an $8 charge already imposed by the October rule. Treating every figure in a regulatory cost model as a payable invoice would confuse a projection with an obligation. [2016-25321][2016-25308]

Our planning inference is to track enrollment status separately from visa validity and distinguish modeled costs from enacted charges. Successful enrollment also did not guarantee admission at the border. The DHS and State texts form one coordinated policy record, not independent demonstrations that travel became cheaper or faster. This retrospective makes no forecast of business losses and does not describe current travel conditions. [2016-25321][2016-25308]
