The price of a road intervention is not only its initial construction bill. FHWA's asset-management rule, published October 24, 2016, required bridge and pavement management systems to examine benefits and costs over an asset's life. This October 30 weekend account focuses on that comparison mechanism in the prior-week decision, rather than treating the rule as a new source of automatic project funding. [2016-25117]
The final minimum standards called for documented procedures covering inventory and condition data, deterioration forecasts and evaluation of alternative actions, including taking no action. They also addressed short- and long-term budget needs and strategies for maximizing overall program benefits within financial constraints. These provisions concerned NHS pavement and bridge assets; they were not a direction to fund every public road improvement. [2016-25117]
The February 2015 proposal helps explain why the comparison matters. FHWA framed asset management around existing condition, desired performance, critical risks, available investment choices and long-term funding. In that framework, cheaper work today could be compared with its implications for later spending. The proposal established the reasoning; the final rule established the management requirements, without demonstrating which option would win on any particular bridge. [2016-25117][2015-03167]
Our incentive-based reading is that explicit comparisons can expose the cost of postponement as well as the cost of intervention. That is an analytical possibility, not a measured saving. The main effective date was October 2, 2017; Part 667's separate repeated-damage evaluations started November 23, 2016. Both documents belong to one FHWA rulemaking chain and provide no independent proof that agencies subsequently made better investment choices. [2016-25117][2015-03167]
