A compressor’s regulatory category does not tell a buyer its operating cost. DOE’s November 15, 2016 determination illustrates the distinction: the agency brought certain compressors into its energy-conservation equipment program without adopting a numerical minimum efficiency standard in that action. The rule becomes effective December 15, but it does not supply a new savings figure for comparing competing machines. [2016-26693][2012-31393]

The December 31, 2012 proposal explains why testing is a separate economic question. DOE said it would consider procedures measuring energy efficiency, energy use or estimated annual operating costs during representative use, while avoiding unduly burdensome tests. Those were contemplated features of a later testing process, not a completed comparison tool furnished by the coverage proposal itself. [2016-26693][2012-31393]

The final determination confirms that testing and standards are separate proceedings. Its definition includes a pressure ratio greater than 1.3 at full-load operating pressure. That boundary helps identify the equipment category; it does not rank products by cost or performance. DOE also distinguishes coverage from the scope of any potential standard, preventing the definition from doing more analytical work than it actually supports. [2016-26693][2012-31393]

Our market reading is that comparable performance information and a legal classification solve different problems. The former could inform purchasing choices; the latter establishes the regulatory starting point. Neither these two documents nor their shared rulemaking history proves stronger competition, lower bills or profitable replacement of equipment. Those claims need testing methods, product evidence and costs, rather than an efficiency assumption attached to the word covered. [2016-26693][2012-31393]
