For an investor comparing funds, the useful question behind a liquidity label is how the vehicle plans to meet withdrawals. The SEC’s November 18, 2016 final rule addresses that mechanism through liquidity risk management programs for covered open-end funds. Its stated aims include reducing redemption failures and limiting dilution, not offering a performance ranking of competing products. [2016-25348]

The October 2015 proposal makes the economic trade-off visible. It paired an illiquid-asset limit with a proposed three-day liquid-asset minimum, describing them as complementary. One tool constrained difficult-to-sell holdings; the other sought a pool of more readily available assets. This was proposed architecture, however, and should not be sold to readers as the precise final compliance formula. [2016-25348][2015-24507]

The final scope also resists a single label. Money-market funds are outside the liquidity-program rule, while qualifying In-Kind ETFs have exceptions from portfolio classification and the highly liquid investment minimum. Open-end ETFs are generally included, but that does not erase the in-kind distinction. Comparing products without those qualifications risks confusing different redemption mechanisms with different levels of regulatory attention. [2016-25348]

General effectiveness is January 17, 2017; program compliance follows later size-based schedules. The practical implication is analytical rather than an investment recommendation: distinguish what a rule requires from what a particular fund has implemented. The proposal and final release share one SEC evidence chain. Neither demonstrates improved competition, lower investor costs or successful redemptions in a future stressed market.
