More choice in fall protection can only be understood alongside the work required to use it. OSHA’s final general-industry rule, published November 18, 2016, combines updated walking-working surface requirements with provisions for personal fall-protection systems and training. The agency uses performance-based language where possible, giving employers flexibility without declaring that every available system suits every workplace operation. [2016-24557]

The May 2010 proposal explains the incentive behind that approach. Rather than rely primarily on guardrails and physical barriers, OSHA wanted employers to be able to choose suitable personal fall-protection methods. The intended gain was a better fit between protection and the job. These documents do not demonstrate that employers actually achieved lower costs or better safety from having more options. Training is a concrete implementation check on that flexibility. The final rule gives employers until May 17, 2017 for initial training compliance. OSHA says instruction already received can count if it meets the final requirements; missing requirements still need to be taught. Our market-oriented reading is that avoiding redundant instruction and addressing genuine knowledge gaps are different goals, not competing definitions of compliance. [2016-24557]

General effectiveness on January 17, 2017 is not the same as that training deadline or the November 20, 2017 date for specified rope-descent anchorage duties. This weekend account concerns a Friday publication and one proposal-to-final agency chain. It identifies how the policy is meant to operate, not independent evidence that workplaces became safer or that compliance expenses declined. [2016-24557][2010-10418]
