A shared emission limit can give competing wood-panel suppliers a common benchmark, but it does not equalize their costs. EPA's final composite-wood formaldehyde rule, published December 12, 2016, joins limits for covered hardwood plywood, medium-density fiberboard and particleboard with testing, records, labels and third-party certification. The competitive mechanism is evidence behind the claim, not a promise of cheaper production. [2016-27987][2013-13258]

The June 10, 2013 proposal explained that the statutory limits were identical to California's and sought practical alignment. That history matters to firms comparing regimes, yet matching limits do not establish that all administrative duties are interchangeable. The two documents record one rulemaking process; they are not independent studies showing lower entry costs or greater competition. [2016-27987][2013-13258]

Certification applies to covered panels rather than separately to every finished article. Limited exemptions and resin-specific provisions qualify the system. In particular, eligible laminated-product exemptions depend on specified construction and supporting records. Those distinctions leave room for different material and production choices, but do not establish which supplier has a commercial advantage or whether a particular choice pays for itself. [2016-27987][2013-13258]

The original calendar sets February 10, 2017 effectiveness and a December 12, 2017 manufacture/import milestone. The December 12, 2023 laminated-product milestone retains earlier compliant-platform and fabricator recordkeeping and labeling duties. For market analysis, that is a sequence of obligations rather than a cost-free waiting period. EPA's intended exposure benefits remain objectives, and the historical record here does not measure prices, supplier concentration or realized health gains. [2016-27987][2013-13258]
