A vehicle's alert sound is not simply another feature to customize without limits. In its December 14, 2016 final rule, NHTSA explains that vehicles of the same make, model and model year must generate pedestrian alerts through the same external sound system, including its hardware and software. That requirement puts consistency beside minimum audible performance. [2016-28804][2013-00359]
For designers and suppliers, the relevant opportunity is therefore bounded: develop a system that meets the standard and can be reproduced across the covered vehicles. NHTSA's explanation includes speakers, control modules, digital sound sources and the software that produces or processes them. The text describes what must remain consistent, not evidence that any particular supplier will win business or that custom sounds are freely interchangeable. [2016-28804][2013-00359]
The January 2013 proposal matters because it contemplated a wider set of vehicle categories, including medium and heavy trucks and motorcycles. The adopted scope covers specified electric and qualifying hybrid light vehicles at or below 10,000 pounds gross vehicle weight rating, including light buses, plus low-speed vehicles. The final boundary is a better basis for assessing the potential market than the earlier proposed list. [2016-28804][2013-00359]
The economic trade-off is between product differentiation and a signal intended to help people outside the transaction detect a vehicle. The rule makes that external safety purpose explicit. Its original compliance schedule began phasing in September 2018, with full compliance in September 2019. Proposal and final text form one agency evidence chain; they establish design constraints, not realized sales, competition or safety gains. [2016-28804][2013-00359]
