The expanded small-bank examination cycle changes when a qualifying institution faces a full-scope on-site examination. That can matter to the burden of operating a smaller bank, but it is not evidence that lending became cheaper or competition strengthened. The December 16, 2016 final rules preserve an 18-month cycle for qualifying institutions with less than $1 billion in assets. [2016-30133][2016-03877]
The February 29 interim rules identify the important threshold change: previously, eligibility was limited to qualifying institutions with less than $500 million. The interim rules took effect immediately, with comments due April 29. December's action adopted them without change. The final-rule effective date of January 17, 2017 therefore does not mark the first availability of the expanded cycle. [2016-30133][2016-03877]
The mechanism is conditional rather than a size-only discount. Institutions generally must be well capitalized and well managed, alongside other supervisory criteria. Those conditions connect the potential reduction in examination burden to the bank's condition. Off-site monitoring remains, and regulators can examine more frequently when necessary or appropriate; the framework does not sell a guaranteed 18-month interval free from scrutiny. For a market analysis, the distinction is between a regulatory cost mechanism and its eventual incidence. The documents cannot show whether any saved effort becomes lower prices, more lending, higher earnings or something else. The Office of the Comptroller of the Currency, Federal Reserve Board and FDIC provide the two stages of this policy record, not independent measurements of competitive outcomes. Bank-specific evidence would be needed to go further. [2016-30133][2016-03877]
