An increase in insurance supply can change a regulatory obligation without a new judgment about reactor output or electricity prices. In its December 30, 2016 final rule, the NRC said American Nuclear Insurers would make $450 million in primary nuclear liability coverage available, replacing $375 million. The corresponding requirement took effect January 1, 2017. [2016-31368]
The mechanism comes from the Price-Anderson framework: required primary protection follows the maximum available from private sources at reasonable cost and on reasonable terms. An April 2010 final rule shows the same connection at an earlier step, when primary coverage increased from $300 million to $375 million. Both documents are NRC regulatory records, not independent market studies. [2016-31368][2010-7394]
The obligation attaches to reactors licensed to operate, designed for electricity generation and rated at least 100,000 electrical kilowatts. A particular aggregation rule applies at a single site: combinations count as one reactor for this assessment if every unit is rated 100,000–300,000 electrical kilowatts and their total is no greater than 1,300,000. Counting units without those conditions would misstate the financial requirement. [2016-31368]
For this January 2 account, the supported economic story is therefore a transmission mechanism from available insurance to mandatory coverage. The documents do not establish cheaper electricity, stronger insurer competition or an operator's actual premium bill. Nor is $450 million the whole protection structure: a secondary industry plan supplies additional backing through limited deferred charges. Coverage capacity and the eventual payment of accident claims remain different questions. [2016-31368][2010-7394]
