Getting hired and being able to keep a job are different problems. USDA's January 6, 2017 SNAP publication codifies an optional state framework for job-retention services, but does not invent that option in 2017. This January 8 weekend retrospective separates that older support mechanism from new interim procedures governing benefit access after treatment-center departures. [2016-30663]

The May 2011 proposal spelled out the economic logic through concrete examples: required clothing and tools, licensing fees, counseling and coaching. It described support after other employment and training services. Those examples show costs that can arise around employment; they are not evidence that a specific participant received payment or that the support increased earnings. [2011-10151]

The final framework permits states to offer services for up to 90 days. Employment must follow or occur during other state SNAP employment and training services, and participation in SNAP must occur in the starting month or preceding month. Continued services after leaving SNAP remain subject to specified disqualification exclusions. The option was available under the 2008 law, not a new nationwide entitlement. [2016-30663]

Meanwhile, the interim center provisions address who controls an EBT account and how prorated benefits return at departure, with group-living duties conditioned on representative status. They are scheduled for April 6; general final-rule effectiveness is March 7. Read together, the proposal and final publication describe one policy process balancing support and administration, not independent proof of lower turnover, higher wages or reduced program costs.
