Commerce's January 10, 2017 spacecraft rule adds five specific component groups to 9A515.y, giving suppliers a more explicit classification map. They include thermistors, specified ceramic radio-frequency filters, Hall-effect sensors, specified plugs and connectors, and flight cable assemblies for the stated space-grade or spacecraft applications. The mechanism is named classification, not a general release of space-industry products from export controls. [2016-31755]

The agency says these additions follow interagency-cleared commodity classifications. Their placement therefore records particular determinations about particular commodities. For market analysis, that is more useful than treating every component with a commercial customer as equivalent. The publication does not establish lower prices, faster orders or wider competition; those would require evidence beyond the list of newly specified items. [2016-31755]

State's simultaneous Category XV rule supplies the retained Munitions List boundary. Among its precise revisions, associated electronics for space-qualified active vibration suppression systems must be specially designed for those systems. State also identifies the Webb telescope as subject to Commerce's regulations. Its precision-of-scope purpose does not imply that everything used in a spacecraft has the same commercial control treatment. [2016-31751]

Commerce puts Webb itself in 9A004.u and qualified specially designed equipment in .v, rather than in these five new 9A515.y paragraphs. Both agencies specify January 15 effectiveness for rules published January 10. These coordinated documents reveal where classification distinctions are being drawn, not whether firms have already captured savings. Keeping the named commodity additions separate from the telescope transfer is the starting point for any credible assessment of the business consequences. [2016-31751][2016-31755]
