EDA's maximum contribution to a Regional Innovation Strategies project is a ceiling, not a price the government promises to pay. Its September 2016 proposal explains the grant rate as the EDA-funded percentage of total project cost, capped at 50 percent with no minimum. The January 11, 2017 final framework retains that maximum, leaving applicants to assemble a credible matching share. [2017-00116][2016-22286]
Cash is not the only available form of match. The final accepts in-kind contributions when their values can be readily determined, verified and justified. Applicants must demonstrate that the resources are committed, available when needed and free of incompatible conditions. That mechanism allows noncash resources into the financing plan without treating an unsupported valuation as equivalent to a usable contribution. [2017-00116]
The proposal adds an important governance explanation: an applicant's own rules determine how organizational resources can be committed. Personnel time and cash may require different approvals. From an incentives perspective, that puts the credibility of the match alongside the size of the proposed grant. It does not show that every applicant can secure a match or that the requirement improves project quality. [2016-22286]
The final supports commercialization capacity and operations of early-stage funding organizations, but prohibits using grant or matching funds for equity investments and excludes lending programs. This is not a direct startup investment pot. Its stated effective date is February 10. These stages of one EDA process explain financing constraints and permitted activities; they do not establish capital actually raised, a subsidy awarded or a competitive advantage already achieved.
