The payback period beside a ceiling fan’s modeled saving is not necessarily based on the same alternative purchase. In its January 19, 2017 standards rule, DOE compared average life-cycle savings with the efficiency distribution expected without new standards. Simple payback instead compared the least-efficient baseline product. That difference is central to interpreting the economics, not a footnote that can safely disappear. [2017-00474]
Life-cycle savings were expressed in 2015 dollars; payback was in years. Consumers with zero life-cycle savings were excluded only from the average savings calculation, not from the whole table or its payback column. DOE projected positive average savings across five classes and paybacks shorter than its estimated 13.8-year fan lifetime. Those were model results, not a guarantee of profitable replacement for every owner. [2017-00474]
A separate test rule supplied the measurement basis for efficiency representations. It combined high and low speeds for low-speed small-diameter fans, high speed for high-speed small-diameter fans and up to five speeds for large fans, including standby power. The revised basis became mandatory for representations on January 23, 2017. Comparable measurements can inform choices without demonstrating that competition has improved. [2016-17139]
The standards specified minimum airflow efficiency by blade span for covered fans manufactured in or imported into the United States from January 21, 2020. Their legal effectiveness shifted to March 21, 2017 under the January 31 notice. The commercial question remains which product and comparison a buyer actually faces. These DOE documents define measurements, thresholds and modeled incentives, not realized market returns. [2017-01958][2017-00474]
