The commercial significance of FCC's Globalstar decision starts with who already held the spectrum. The January 31 final-rule publication identifies Globalstar as the sole mobile-satellite service licensee in 2483.5–2495 MHz. Its framework enables the company to seek authorization for a low-power terrestrial network in that licensed band. It does not establish a new entrant or a completed commercial launch. [2017-02027][2014-03618]
The proposal published in February 2014 contemplated a wider operating footprint, extending into adjacent 2473–2483.5 MHz spectrum used by unlicensed devices. The final order does not address low-power operations there after Globalstar revised its request. Any assessment of the opportunity must therefore distinguish the licensed-band framework from the larger project discussed in the earlier proposal. [2017-02027][2014-03618]
The final text's 11.5 megahertz measures licensed bandwidth, not throughput, market share or addressable revenue. A route to apply can matter commercially without determining any of those outcomes. The record also leaves a separate high-power S-band and L-band request outside this decision, so that request cannot be bundled into a description of the low-power framework. [2017-02027][2014-03618]
Timing adds another boundary. The order was adopted December 22, 2016, with general effectiveness scheduled for March 2, 2017. Section 25.149 information-collection changes still required OMB approval and a separate effective-date announcement. As of this February 4 retrospective, the same-chain FCC documents establish a regulatory opportunity and its limits, not profitability, customer demand or competitive gains. [2017-02027][2014-03618]
