The Small Business Administration’s May 11, 2023 announcement was more than a software update: it paired a planned in-house eligibility process with a new agency fraud review. SBA said both were to begin August 1 for its 7(a) and 504 programs. The announcement described the review as using advanced data analytics, third-party data checks and artificial intelligence before approval; it contrasted this with an existing model in which lenders largely approved loans under SBA rules without the agency checking upfront for fraud indicators. These were announced plans, not evidence that the systems later operated as intended. [story-s1]

The lender-side changes addressed a different bottleneck. New guidelines let participating lenders use their existing credit policies for similarly sized non-SBA loans up to $500,000. SBA also announced removal of the Loan Authorization forms it called duplicative and clarified affiliation standards. Put together, the measures aimed at reducing process friction while bringing agency-level eligibility and fraud screening into the loan path. The release did not quantify processing-time savings or show how often the extra review would identify fraud. [story-s1]

A separate expansion route concerned who could lend. SBA planned to accept Small Business Lending Company applications from June 1 through July 31 and name up to three new SBLCs. It also described a transition to a permanent Community Advantage SBLC license for mission-driven lenders, including community development financial institutions. The distinction matters: expanding lender participation was an announced institutional change, not a guarantee that any particular borrower would qualify or receive capital. SBA reported that 7(a) and 504 together supplied $35 billion to 57,000 small businesses in fiscal 2022; that historical total is context, not a forecast of the modernization’s effect. [story-s1]
