A small business recruiting on both sides of the border would need two pilot cards, not one imported campaign. ADP’s March 8, 2017 release estimated February U.S. nonfarm private-payroll gains of 104,000 at small employers, 122,000 at medium employers and 72,000 at large employers. Our editorial proposal would sample local competing job advertisements from all three groups rather than watching large employers alone. [adp]

ADP’s separate 9,000 gain in the combined trade, transportation and utilities category would guide a search for locally relevant advertisements within that broad bucket. It does not identify transport-only growth or growth at small transport firms. The proposed U.S. pilot would use this mixed-size local ad audit to choose its applicant-channel comparison set, rather than infer applicant availability from payroll growth. [adp]

For a Canadian transportation and warehousing operation, a different hypothesis follows from the survey’s sector observation: 8,800 more employed people in February and 34,000, or 3.8%, over twelve months. Compare a local transportation-focused recruiting channel with the existing general job channel. Statistics Canada’s variability warning makes this a reason to test locally, not evidence that the owner’s locality follows the national pattern. [statcan]

In each country separately, the proposed pilot would keep the advertised role, offer and application window fixed across channels. Record qualified applications per channel cost and interview attendance. Predeclare the owner’s retain, revise or stop criteria; do not pool or rank the countries’ results. No pilot has run here. Neither source proves channel effectiveness, wages, a shortage or that employed people are available applicants. [adp][statcan]
